In a significant development, Changpeng Zhao, the founder of Binance, is facing tighter restrictions imposed by the U.S. court. As the case against him for violating anti-money laundering laws progresses, CZ is now required to give up his Canadian passport and seek permission for any travel within the United States. According to the court documents filed on March 11, CZ must inform pretrial services before traveling between states within the U.S. Additionally, he is obligated to hand over his current Canadian passport to a third-party custodian, who will supervise it under his counsel’s guidance. Furthermore, Zhao has been instructed to surrender all other current and expired passports to his counsel, with the condition that they can only be returned with court approval.
This marks the second modification in CZ’s bail terms, previously being restricted from leaving the U.S., despite a prior agreement that allowed him to travel to the United Arab Emirates. The tightening grip on his movement and access to travel documents suggests that the court is intensifying its scrutiny of his actions.
In another development, CZ’s sentencing, which was initially scheduled for March, has been postponed to April 30 for undisclosed reasons. He had pleaded guilty in November to violating U.S. anti-money laundering regulations, potentially facing a maximum prison sentence of 18 months. The guilt stemmed from the breach of the Bank Secrecy Act and failure to maintain an effective anti-money laundering program at Binance. As part of the plea deal, CZ stepped down as CEO, and Binance had to pay a hefty penalty of $4.3 billion.
Given the seriousness of the charges against CZ, the Justice Department is expected to pursue a stringent penalty as the case progresses.
